- Tenders are invited for Supply of Fuel Products Amendment Fuel, Both Gas and Diesel Products, to Their Offices in Kinshasa, Goma and Bukavu Gas 150,000 Liters Diesel 256, 000 Liters Scope of Work For each year of the contract, the U.S. Government guarantees a minimum order of 100,000 liters of diesel fuel and 50,000 liters of gasoline. The maximum amount of fuel ordered under each year of the contract shall not exceed 750,000 liters of fuel. The Contracting Officer or the Contracting Officer-s Representative (COR) may issue oral orders that will be confirmed in writing. The fuel provided will be rated at a minimum cetane of 45.0 for diesel fuel and unleaded gasoline with a minimum octane rating of 91.0. The quality of the required fuel to be delivered to the U.S. Government must be certified by the Government of Democratic Republic of Congo. For supply and delivery of the fuel, the Contractor shall be paid the fixed price per unit as listed above. This price is not to exceed any official rate, as set by laws enacted by the government of The Democratic Republic of Congo. Your quotation must be submitted to the address kinshasabid@state.gov no later than February 18, 2022. No quotation will be accepted after this time Delivery: The Contractor shall deliver fuel to the U.S. Embassy located at two locations: 498 Avenue Lt. Col. Lukusa and at 310 Avenues des Aviateurs. Delivery must be made between the hours of 0830 and 1500, Monday through Thursday unless special arrangements are made in advance. The Contractor shall promptly deliver the fuel by tanker truck on the date and time that are specified on delivery orders issued under the contract. Any contractor personnel involved with the delivery of the oil shall comply with Embassy-s regulations for receiving supplies. The Contracting Officer's Representative (COR) will be responsible for instructing contractor personnel at the time deliveries are made. The driver of the tanker truck must submit an invoice to the COR for approval at the time any delivery is made. The U.S. Embassy requires small quantities of fuel in Goma and occasionally small quantities in Bukavu. The Embassy does not have any storage facilities at these locations. The Contractor shall arrange for predesignated vehicles to receive fuel at a designated fuel station as needed. The estimated quantity of fuel for both gasoline and diesel is 3,500 liters per year. This is the total amount for both Goma and Bukavu. This estimated amount is included in the minimums and maximums for the base year and all option years. The request for fuel at these locations would be processed as a standard delivery order under the contract.
