- Tenders are invited for Rehabilitation works of the Biomedical Laboratory of the Faculty of Medicine of the University of Kisangani in the Province of Tshopo 1. The Government of the Democratic Republic of Congo has obtained financing from the Arab Bank for Economic Development in Africa (BADEA) through the loan agreement signed on December 22, 2020, relating to the operation of urgent affront response to the “COVID 19” Pandemic. This operation is drawn from the components of the Multisectoral Emergency Program to Mitigate the Impacts of COVID-19 (PMUAIC-19 in acronym) launched by the Head of State. 2. Thus, the Government, through the Central Coordination Office (BCeCo) acting as Delegated Contracting Authority on behalf of the Ministry of Public Health, Hygiene and Prevention, intends to use a part of the amount of this financing to make payments under the market for the rehabilitation works of the Biomedical Laboratory of the Faculty of Medicine of the University of Kisangani in the Province of Tshopo. 3. The BCeCo invites sealed bids from eligible candidates who meet the qualifications required to carry out the work as set out in point 2 above. Variants cannot be taken into consideration . 4. Procurement will be conducted by Restricted Tender, as defined in the Public Procurement Act, to all eligible and pre-qualified candidates. 5. NB: This call for tenders is open to Arab and African companies (a company is defined as Arab or African if the majority of shares in this company are held by natural or legal persons of Arab or African nationality) and to Arab and African business groups. 6. Interested candidates can obtain information from the Central Coordination Office (BCeCo), and read the tender documents at the BCeCo address listed below, Monday to Friday from 9:00 a.m. to 4:00 p.m. ' (Kinshasa local time, UT+1). 7. Qualification requirements are: Candidates must submit the following updated documents: a) Administrative compliance Administrative compliance includes the presence in the offer of the following documents: · A letter of submission (duly signed and dated); · A copy of the valid tax status certificate signed jointly by the DGI and DGDA or proof of payment; · A copy of the valid TPI approval certificate; · A copy of the certificate of regularity of payment of contributions from the National Social Security Fund (CNSS) until November 2022 or proof of payment for the months of September, October and November 2022; b) Financial requirements The financial requirements are: · Have achieved, over three of the last five years (2022, 2021, 2020, 2019 and 2018), an average annual turnover equivalent to at least one (1) times the amount of the bid ; in the event of a consortium, each company must present an average turnover equivalent to less than: - if two companies, 60% of the amount of the offer for the leader and 40% for the other; - if three companies, 40% of the amount of the offer for the leader and 30% for each of two other members; · Attach to the offer the financial statements certified by an audit firm or a certified public accountant by the National Order of Chartered Accountants (ONEC) for at least three financial years of five (5) last years (2022, 2021, 2020, 2019 and 2018); in the case of joint ventures, each party must present its own financial statements. c) Technical capacity and experience The requirements in terms of technical capacity and experience are: · Justify at least two (2) references during the last five (5) years in the realization of similar works of a project cost of at least 70% of the amount of the offer ( non-compliance entails a foreclosure ); References should provide at least the following basic information: client, project name and brief description, project location, financial envelope, project duration, start and end dates of execution, funders; certificate of completion of the work or the reports of acceptance of the work ; · Attach to the offer the organization that the tenderer will implement for the performance of the services as well as the composition of the team in charge of the project in number and qualification (engineers, works supervisors, foremen, etc.) that the Bidder intends to assign to the site if the contract is awarded to him · Attach to the offer the schedule for carrying out the works, over a period not exceeding 4 months , in the form of a bar chart (GANTT) showing how and in what order he intends to carry out the works, and showing the key events requiring an action or decision by the Client; · Attach in the submission the list of fixed and rolling equipment belonging to the company or the group (attach copies of the documents of the vehicles or machines) or rented for the performance of the contract. No margin of preference will be applied. 08. A complete set of Bidding Documents may be purchased from the BCeCo address below by making a written request to the same address against a non-refundable payment of Four Hundred US Dollars (USD 400.00) or the equivalent in Congolese Francs (FC) at the daily rate. Payment must be made by cash payment to the bank which will be designated by the representative office of the General Directorate of Administrative, State and Participations Revenue (DGRAD) at the Ministry of the Budget, while indicating the reference of this DAO . The file can be collected from the BCeCo Procurement Division or sent by e-mail upon presentation of proof of payment (payment slip). The costs of sending the files to the buyers are in addition and at the expense of the latter. Payment is due by the Contractor to the Public Procurement Regulatory Authority as a public procurement regulatory fee at a rate of 0.7% of the amount of the procurement, excluding taxes. 09. The bid security shall remain valid for 30 days after the bid validity period, including if the bid validity period is extended. The amount of the bid security is 6,500.00 USD. The bid guarantee will be, at the choice of the candidate, a bank guarantee or a certified bank check. 10. Tenders must be submitted to the address below no later than Tuesday, March 07, 2023 at 3:00 p.m. (Kinshasa local time, i.e. UT+1) . The Late bids will not be accepted. Electronic filings will not be accepted. Tenders must remain valid for a period of 90 days from the deadline for submission.
