Please submit your proposal for the delivery of a Multifunction Printer with pedestal, a Plotter and Toner in the city of Kinshasa, taking into account the terms set out in Part III entitled "Technical Specifications" of this invitation to tender no . °: 2023/004/WWFSALONGA/ACQUISITION PRINTER WITH PEDESTAL, PLOTTER AND TONER/RDC . The buyer of goods is World Wide Fund for Nature (WWF) international NGO committed to the protection of the environment. 1.2. Policies and guidelines imposed by donors. The procedures for accepting tenders and concluding contracts applied by WWF following the launch of this call for tenders, as well as the establishment of the methods for selecting tenders and the methods of contracts, are based on those imposed by the donors or set out in WWF's Procurement Procedures Manual. Suppliers preparing a bid are reminded that it is WWF and its donors' guiding principle to maximize their spend. Where possible, bids are solicited competitively and transparently. All prices are subject to careful review and/or formal verification. Notwithstanding any other provision of this invitation to tender, and in all cases where it deems it necessary in order to optimize its expenses, WWF reserves the right, at its sole discretion, to reject any offer or to negotiate the terms thereof. . 1.3. Part I. Part I, entitled "Procedures and Guidelines for the Submission of Bids", does not form part of the selection agreements or contracts awarded. It is intended solely to inform potential suppliers. 1.4. Definitions and headings. The terminology used in this part has the meaning set out in the Definitions section of Part II entitled “Contract Terms”. Unless otherwise specified in this invitation to tender, all durations indicated are in consecutive calendar days. The words "Call for Tenders" used in this document refer to this document as a whole, including any attachments. All headings appearing in the text of the solicitation are for reference purposes only and do not in any way modify, limit or negate the content of the provisions. 1.5. Bid preparation costs. Potential suppliers are under no obligation to prepare or submit a bid in response to this RFP. If they do, they take full responsibility for the risk and the cost. WWF does not intend to reimburse costs incurred for these purposes. Similarly, WWF does not charge any fees when submitting calls for tenders. 1.6. Review of tender. Prospective suppliers are solely responsible for carefully reviewing all terms and conditions of this RFP and for complying fully with them. Potential suppliers who refuse to do so bear the full risk and expense. Any apparent ambiguity or inconsistency between or between the provisions of this RFP will be resolved to the Supplier's detriment if it fails to seek clarification prior to the selection of its bid. 1.7. Probity and ethics. In all of its procurement activities, WWF strives to comply with the highest standards of professional ethics. Its policy considers that corruption and fraudulent practices must be strictly prohibited and are therefore not tolerated. By submitting their bid, potential suppliers agree to abide by this policy and to avoid even the appearance of the possibility of a violation (see Annex B of this RFP - Letter of Certification and Undertaking). 1.8. Language. All documents submitted in response to this invitation to tender, as well as any correspondence associated with it, must be written in French. 1.9. Price setting The prices will remain firm and fixed throughout the duration of the contract, with regard to the validity of the offer. 1.10. Bid Currency Provision Applicants must state their prices in US Dollars (USD) 1.11. Settlement currency The settlement currency is US Dollars (USD) 1.12. Ask for information. Procurement Process: Submission of a Competitive Bid 2.1. Call for tenders. This RFP constitutes an invitation to all potential suppliers with the technical and financial capabilities to submit bids for the provision of the described services specified in this document. It consists of a Cover Page (1), Part I - Bid Submission Procedures and Guidelines (2), Part II - Terms and Conditions of Contract (3), Part III - Technical Specifications (4), Annex A - Tender Submission Form and Questionnaire (5), Annex B - Letter of Certification and Commitment (6), Annex C - Price Schedule (7) . All these parts appear in the call for tenders and form an integral part thereof. 2.2. Format and content of offers. All bids must be in writing, drawn up in French, signed and dated by an employee authorized by the bidder (the original must be hand-signed, digital or electronic signatures being rejected). Bidders should use the Bid Submission Form attached as Annex A to this RFP. The Form must be completed in full and must include allthe required information. (Note: In the event of a variation between the unit price and the total price, the unit price takes precedence and the total is corrected by multiplying the unit price by the quantity specified). The Form combines the technical proposal and the financial proposal in a single document. If the tender is delivered by post and by hand, the Tender Submission Form, as well as all the accompanying documents, must constitute an original. Tenders are valid for at least ninety (90) days following the deadline for submission of tenders. 2.3. Receipt of Offers. Potential suppliers will be able to send their offers by post, by hand and/or have them held by a carrier. No bids submitted by e-mail or fax will be accepted.
