Technical Committee for Monitoring and Evaluation of Reforms (CTR) DEBT DEBT AND DEVELOPMENT CONTRACT CONSULTANCY SERVICE MARKET Call for Expressions of Interest Source of funding: Study and Steering Fund N ° of Notice for Expressions of Interest: AMI N ° 03 / FEP-C2D / CTR / DKM / 2021 / SC Job title: Mobilization of a design office responsible for the feasibility study of the “School infrastructure” component within the framework of the next section “Education of basis ”of the second deleveraging and development contract (C2D2) signed between France and the DRC Publication date: March 30, 2021 Closing date: April 29, 2021 1.The Democratic Republic of Congo, through the Ministry of Finance represented by the Technical Committee for Monitoring and Evaluation of Reforms (CTR), obtained funding from the French Development Agency under the Debt Reduction and Development Contract (C2D) for the implementation of a “Study and Steering Fund” of C2D (Competition CCD1058) which has the following objectives: • the functioning of the C2D Strategic Orientation Committee and that of its technical secretariat provided by CTR; • preparation of projects (feasibility studies) provided for in the first C2D; • audits and evaluations to be carried out both globally, at mid-term and within the framework of sectoral programs; • the preparation of operations that would be financed on the second C2D. 2. The CTR intends to use part of these funds to finance expertise and preparatory studies for the implementation of the “basic education” component of the second debt reduction and development contract (C2D2) which provides for an envelope of € 25M, on the one hand, to support the establishment of conditions for the rejuvenation of the teaching staff and, on the other hand, to improve teaching-learning conditions through the financing of a construction program school. 3. The feasibility study on the “school infrastructure” component of the basic education project in the DRC aims to define the programming (one or more scenarios) according to the technical and financial constraints and to conduct the preliminary studies, in particular the Study of `Environmental and Social Impact (ESIA) based on (1) verification and certification of sites pre-selected by the Ministry of Primary, Secondary and Technical Education; (2) an analysis of the issues linked to the energy efficiency of buildings and equipment and to improving the thermal comfort of students and teachers; and (3) an estimate of the costs of works, equipment and implementation. More specifically, this feasibility study will include • The presentation and description of the different options (scenarios) for the investment program agreed with the MEPST at the end of the service. A description of the nature and consistency of the work is expected for each option / scenario selected. • Analysis of site selection criteria, and ideally the list of sites selected under the various options / scenarios; • Financial analysis of the investment program, namely a costing of the school construction and equipment program, including costs related to studies and project management; • The restricted E&S study and the E&S management framework; • Analysis of the issues related to energy efficiency together with recommendations. This analysis will include verifying the availability and functionality of brick presses at the MEPST premises in Kinshasa; • The description of the program execution and work monitoring / control procedures and the description of the role of the various actors; • Analysis of the risks associated with the implementation and monitoring of the investment program and accompanied by proposals for remedial measures; • Description of the main preconditions and assumptions for the success of the program; • A proposal for allotment of the project; The chronogram of the program. 4.This call for expressions of interest is addressed to consulting firms. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts financed by AFD in Foreign States", available online on the AFD website: http://www.afd.fr. Candidates can join forces to strengthen their respective skills. Applicants can only submit one application in their own name or as a Group. If an Applicant (including the member of a Grouping) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications. If the Candidate is constituted as a Group, the Expression of Interest must include: - a copy of the Grouping agreement concluded by all of its members, or - a letter of intention to constitute a Group, signed by all of its members. members and accompanied by a copy of the proposed Grouping agreement. In the absence of this document, the other members will be considered as Sub-contractors. The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications. 5. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services (brochures, references concerning the performance of similar contracts, experience in similar conditions, availability of the necessary knowledge among the staff, etc. ). As such, they will justify that they have references of recent and similar services. The similarity of the references will be analyzed according to: • The size of the markets; • The nature of the Services: feasibility study; detailed technical study • Field and technical expertise: design and implementation of public, social and school infrastructure projects; • Geographical context: developing countries, sub-Saharan Africa 6.The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria: • Be a renowned design office with qualified personnel in architecture or civil engineering; • Have solid experience in providing services such as feasibility studies and detailed technical studies; • Have solid experience in the design, planning, implementation and monitoring-evaluation of public, social and school infrastructure projects. Due to the security risk in the areas where the Services are to be performed, the evaluation of the Expressions of Interest will verify that the applications meet the following criteria: • The Applicant has at least one experience providing services in a similar security risk area, to which he will provide proof of the implementation of security measures (invoice or contract with a security service provider, proof of security awareness before departure on site, etc.). • The Candidate has internal security management procedures: he will provide a description of his monitoring system and his crisis management system. • The Candidate has, for services performed abroad, an assistance and repatriation contract for his employees: he will provide the justifying certificate. • The Candidate will describe his standard process for preparing for departure on a mission in sensitive areas, and will attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.). In the event of a Grouping, its agent and any member having its registered office outside the Customer`s country must meet each of these criteria. An application not meeting any of these requirements will be rejected. 7. The Expressions of Interest written in French must contain the documents below. (1) The letter of expression of interest signed by the candidate or the representative of the group; (2) A copy of the grouping agreement or that of the letter of intention to join together if the Applicant is constituted as a group; (3) The presentation of the candidate (its legal existence, organization chart, staff, financial statement / turnover over the last 5 years); (4) The candidate`s references; (5) A note of two pages maximum indicating the candidate`s understanding of the service; (6) A certificate of non-bankruptcy; (7) And the Declaration of Integrity, Eligibility and Environmental and Social Responsibility (signed) available on the website www.afd.fr. 8.
