Bidders must carefully review and adhere to all instructions, forms, clauses and specifications mentioned in this bidding documents. Submission of an offer that does not contain all the information and documents requested by the deadline indicated may result in the refusal of the offer in question. Objective of the call for tenders The objective of this call for tenders is to solicit competitive offers for the daily rental of a 4X4 land cruiser light vehicle. The objective of this call for tenders is to select reliable suppliers who meet HI's needs. The total quantities in this call for tenders are estimates and can in no way be considered as a firm commitment on the part of HI. Each delivery will be triggered by the issuance of a Purchase Order written by HI and will be subject to the conditions (quality, deadlines, price, etc.) detailed in this document. The services that HI is looking for are divided into 3 bundles as described below. Clarification meeting / supplier visit No clarification meeting is scheduled, but suppliers wishing to submit an offer may request additional information. However, HI reserves the right to visit the company of the best positioned service provider (s) after analyzing the offers received. Eligibility Participation in the call for tenders is open equally to any natural or legal person and to all companies with registered vehicles and present on the territory of the Democratic Republic of the Congo. However, in order to comply with the rules of some of the donors who fund HI's programs, participants in the call for tenders must clearly stipulate the nationality of their company in their offer. Instructions for submitting an offer 7.1 - Response format The tender must consist of an original copy placed in an unidentifiable and sealed envelope bearing the inscription "Not to be opened before the opening session of the tenders" written in French. Offers will be hand-delivered and a drop-off list will be available for registration at the following given address: Handicap International COTEX Concession Building 7 B, av Colonel Mondjiba N ° 63, C / Ngaliema So that it is received by Friday, April 16, 2021, at 3:00 p.m. at the latest . This non-identifiable sealed envelope must bear the reference: AO-RDC-KINS-2021-004 7.2 - Content of the offers The tenderer must provide in its proposal sufficient information to demonstrate its compliance with the required conditions established in each part of this Invitation to Tender. The proposal will include, at a minimum: Annex A: The “Price Matrix” or detailed price offer accompanied by explanatory notes if necessary, duly completed and signed. Note that only budgets in USD will be accepted. Annex C: Good business practices accepted and duly completed The names, addresses and telephone numbers of three (3) customers to whom the same type of service has been provided by the supplier. HI reserves the right to contact these references without notifying the tenderer. Supplier's equipment list as well as official documents for at least 5 vehicles The capacity of its carriage Delivery time Any tenderer who does not provide all the documents mentioned above and in the requested formats may have his proposal excluded. 7.3 - Late proposals Proposals arriving after the deadline will not be accepted; they will not be opened, and thrown away. No proposal can be modified once the closing date of the call for tenders has passed. Tender procedure HI reserves the right to negotiate, accept or reject any proposal or quotation at its sole discretion and to continue the competitive dialogue for any response it considers advantageous. HI is under no obligation to accept the lowest prices or any quotation. No proposal can be modified once the closing date of the call for tenders has passed. HI reserves the right to establish a list of pre-selected suppliers. Further discussions as well as a competitive dialogue can then be conducted with the shortlisted suppliers. Validity period Suppliers undertake to submit an offer which will remain valid for a period of ninety (90) days minimum from the submission deadline. However, the prices and conditions defined in the contract signed with the selected supplier must be valid for twelve (12) months after the signature of the contract. Motto Offers must be presented in US Dollars, with prices exclusive of VAT and incl. Language of tenders and procedure Tenders as well as all correspondence and all documents relating to the tender exchanged between the tenderer and HI must be written in French. Supporting documents and other documents supplied by the tenderer may be drawn up in another language, provided they are accompanied by an exact translation into French. However, for the interpretation of the offer, the French version will prevail.
