The identification and participation of local and indigenous communities in the process of conservation of protected areas (PA) is essential for their progress. WWF's vision is thus based on the concept of "inclusive conservation" based on practical long-term conservation programs with strong local participation and support for local communities, while fully respecting and respecting human rights. placing particular emphasis on marginalized populations and vulnerable people, in particular: the poor, indigenous peoples and women. The local population, particularly the indigenous peoples, saw the restrictions on access to the forests where they had lived for generations as a dramatic loss. The following threats/gaps with regard to the human rights situation facing indigenous peoples and local communities in the said project as such, and have been identified while considering the preliminary conclusions of the WWF ESSF assessments, namely the conclusions on the feasibility study, taking into account a long experience on discussions undertaken with partners and communities on the ground. It is :  Apathetic national legislation for indigenous peoples and mixed law enforcement where such laws exist;  The absence of functioning and access systems to stem violations of indigenous rights and strengthen the insufficient capacities of indigenous peoples and local communities to assert their rights;  The strengthening of the insufficient capacities of Civil Society Organizations (CSOs) in order to support the rights of indigenous peoples and local communities and the implementation of Independent Complaints Mechanisms.  Lack of coordination and exchange at the regional level between the CSO which ensures the implementation of the GM and the promotion of the rights of indigenous peoples and local communities.
